CODE OF ETHICS
Preamble
As members of the White House Foreign Correspondents’ Association (WHFCA), we recognize our responsibility to maintain the highest standards of ethical conduct, professionalism, and accountability in reporting on the United States government and the presidency. Operating in one of the most visible and influential press environments in the world, we commit to safeguarding the integrity of our profession, the credibility of our reporting, and the rights of the public and global audiences.
1- Accuracy and Truthfulness
1.1 Commitment to Truth
Members shall report facts accurately, thoroughly, and honestly. They shall strive to verify information before publication and correct errors promptly and transparently.
1.2 Use of Reliable Sources
Information must be obtained from credible and verifiable sources. Anonymous sources shall be used only when essential and when their credibility has been carefully evaluated.
1.3 Avoidance of Misleading Content
Headlines, visual elements, audio, video, and social media content shall not mislead or distort facts, whether intentionally or unintentionally.
2- Independence and Impartiality
2.1 Editorial Independence
Members shall avoid conflicts of interest and shall not accept gifts, favors, or preferential treatment that could compromise, or appear to compromise, journalistic independence.
2.2 Nonpartisanship
Members shall refrain from partisan activity and advocacy related to U.S. political actors or policies while acting in a journalistic capacity. Reporting shall reflect fairness and balance.
2.3 Disclosure of Conflicts
Members must disclose any financial, familial, or political interests that could reasonably be perceived as influencing their reporting.
3- Professional Conduct
3.1 Respect and Dignity
Members shall treat colleagues, sources, officials, and the public with respect and dignity, including in adversarial settings.
3.2 Workplace Behavior
Harassment, discrimination, intimidation, or retaliation of any kind is prohibited. Members shall promote an inclusive and professional working environment.
3.3 Conduct in the White House
Members shall comply with credentialing, security, and conduct rules established by the White House Press Office and related authorities, without compromising journalistic integrity.
4- Transparency and Accountability
4.1 Identification
Members shall identify themselves and their news organizations when gathering information, except where anonymity is justified by safety or public interest considerations.
4.2 Attribution and Plagiarism
All non-original material must be clearly attributed. Plagiarism constitutes a serious ethical violation.
4.3 Corrections and Clarifications
Errors shall be corrected promptly and with appropriate prominence.
5- Security, Confidentiality, and Source Protection
5.1 Confidential Sources
Members shall protect confidential sources unless legally compelled to disclose and only after exhausting all reasonable means of resistance.
5.2 Data and Digital Security
Members shall take appropriate measures to protect sensitive data and communications, particularly when dealing with whistleblowers, foreign governments, or national security matters.
6- Digital Journalism and Social Media
6.1 Responsible Use
Digital and social media activity shall adhere to the same ethical standards as traditional reporting. Members should clearly distinguish analysis or opinion from factual reporting.
6.2 Corrections in Digital Platforms
Errors disseminated through digital platforms shall be corrected promptly and transparently.
7- Coverage of Sensitive or Classified Information
7.1 National Security
Members shall weigh the public interest against potential harm when reporting sensitive or classified information and shall consult editors and legal counsel when appropriate.
7.2 Ethical Leaks
Members shall carefully assess the motivations and credibility of sources providing leaked material and exercise editorial judgment.
8- Diversity and Inclusion
8.1 Inclusive Coverage
Members should seek to include diverse perspectives and voices, particularly those historically underrepresented.
8.2 Equity of Opportunity
The Association encourages equitable representation and opportunity within White House coverage assignments.
9- Training and Continuing Education
9.1 Professional Development
Members are encouraged to engage in continuing education related to ethics, digital security, legal developments, and cultural competency.
10- Enforcement and Accountability
10.1 Membership & Ethics Committee
The Membership & Ethics Committee shall review alleged violations of this Code. Complaints may be submitted by members or the public.
10.2 Disciplinary Measures
Sanctions may include warnings, suspension, or termination of membership, subject to due process as defined in the Bylaws.
10.3 Appeals
Members may appeal disciplinary decisions to the Executive Committee within thirty (30) days of written notification.
Affirmation
All members of the WHFCA shall affirm this Code of Ethics annually as a condition of continued membership. This Code shall be publicly available.
